Minhang Tax Open Day Showcases Intelligent Tax Services and the "Shuilingtong" Mechanism

The Minhang District Tax Bureau of Shanghai held its 2026 government open-day event under the theme "Visit in Person, Meet Face to Face, Hear the Truth, Solve Problems," inviting representatives of tax-related professional service agencies to discuss service optimization and the business environment. Participants observed the bureau's standardized, intelligent tax service workflow and learned about the online taxpayer-interaction consultation model, in which dedicated teams handle inquiries, difficulties and demands through classified acceptance, assigned handling and closed-loop resolution. The event promoted the "Shuilingtong" mechanism, using a "scan-to-handle" QR code to combine online tax filing, service appointments, information queries and demand collection, now extended to sub-districts, parks and government service centers and forming a three-tier chain of on-site service stations, mobile service points and cloud service halls. The bureau's taxpayer service department explained compliance requirements for tax service agencies, with emphasis on credit evaluation.
