This year China's tax authorities ran the Spring Breeze convenience campaign for the 13th year in a row, with 16 service measures landing early to make paying taxes easier for firms. The Nanshan district tax bureau in Shenzhen deployed an AI large-model assistant inside the electronic tax bureau's interaction module, so taxpayers can get workable answers automatically. Since launch, the connection rate has improved markedly, average waiting time has fallen from five minutes to two, and the problem resolution rate has risen from 83% to 89%. Zhaoqing's tax bureau wired the same interaction capability into its personal income tax app and web portal, building a round-the-clock hybrid AI and human service line where simple questions are handled by a chatbot and complicated ones pass to staff. By early July, smart interactions accounted for more than 92% of consultations there. Bureaus across the country are also upgrading electronic tax platforms and mobile apps, widening pre-filled personal income tax returns, and adding automatic reminders for social insurance filings.
